Subject: Notice of Intent to Adopt an Initial Study/Mitigated Negative Declaration (IS/MND) for the Warren High
School Athletic Field Lighting Project
The Downey Unified School District (“District”) is the Lead Agency under the California Environmental Quality Act (CEQA) for the proposed project identified below. The District has prepared an Initial Study to determine the environmental effects of the proposed project and finds issuance of a Mitigated Negative Declaration is the appropriate level of environmental review.
AGENCIES: The District requests that your agency review the scope and content of the environmental information relevant to your agency’s statutory responsibilities in connection with the proposed project, in accordance with California Code of Regulations, Title 14, Section 15086(a).
ORGANIZATIONS AND INTERESTED PARTIES: The District requests your comments and concerns regarding the environmental issues associated with the proposed project.
Project Title: Warren High School Athletic Field Lighting Project
Project Description: The District Office proposes to construct a modern lighting system on the baseball and softball diamonds at Warren High School to promote organized athletics and ensure campus security at nighttime events. Permanent components of the project would include:
1) Twelve self-supporting steel monopole structures up to 80 feet tall. Each would be supported by a precast concrete pile buried into the earth. On each pole would be mounted lighting fixtures containing an array of metal halide lamps. Depending on pole location, the number of lighting fixtures ranges from one to seven per pole. Lights would be mounted at varying heights on the pole ranging from 50 to 80 feet.
2) Two electrical cabinets to be mounted on two 2x6x1 foot deep concrete pads. Each cabinet would contain an electrical distribution panel, monitoring, and control equipment. The cabinet would be designed to distribute steady power, ensure proper electrical grounding, afford appropriate security, and provide protection from the elements for the electrical equipment.
Project Location: Warren High School Athletic Fields located at 8141 De Palma Street, Downey, CA 90241.
Significant Environmental Effects: The IS/MND concludes that no significant unavoidable environmental effects would occur as a result of the proposed project. Potentially significant impacts related to aesthetics and noise, would be mitigated to a less than significant level.
Public Review Period/Responses and Comments: The District is making the IS/MND available for public review and comment pursuant to California Code of Regulations, Title 14, Section 15087. The District will accept responses and comments for 30 days, from and including February 1, 2016 to March 1, 2016.
